Emblem

In the red field of a French shield, a silver river is slanted to the left; on it floats a vessel heading downward, laden with two tied bales with a golden rye ear.

Vileyka received emblems from Russian monarchs twice: on January 22, 1796, from Catherine II, and on April 6, 1845, from Nicholas I. This is explained by the different territorial-administrative affiliation of Vileyka. At first the city was located in the Minsk Viceroyalty, later – in the Vilna Governorate, which was reflected in the upper part of the emblems. On the earlier one – the Minsk emblem: a double-headed eagle, on whose chest is a shield with the image of the Virgin Mary; on the second – the Vilna emblem: an armed horseman galloping on a white horse to the right, with a saber raised upward in his right hand, and his left holding a silver shield on which is depicted a golden eight-pointed cross.

The development of Vileyka was facilitated by commercial navigation. Along the Viliya River, timber, flax, hemp, grain, and wax were exported to Western Europe. Four fairs were held in the city every year. The barge loaded with goods in the emblem, notes P.P. von Winkler, shows that «on that river they build water-going vessels and send on them goods and products brought from various places». In the reconstructed emblem, the river vessel, the cargo placed on it, as well as its placement in the field of the shield (diagonally) indicate that the Vileyka District Executive Committee, headed by Acting Chairman E.V.Sinilo, adopted a decision to restore the earlier historical emblem of 1796, «the image of which is still relevant today».

The emblem of Vileyka and Vileyka District belongs to the historical-heraldic monuments of Belarus.

Flag

The flag of Vileyka District was established by Decree of the President of the Republic of Belarus of November 18, 2008 No. 625

Regulation on the flag of Vileyka District

1. The flag of Vileyka District is an official heraldic symbol.
The flag of Vileyka District – property of Vileyka District, the right to dispose of which belongs to the Vileyka District Executive Committee.
2. The flag of Vileyka District is placed on buildings in which local government and self-government bodies of Vileyka District are located, as well as in the meeting rooms of these bodies and official offices of their heads.
The flag of Vileyka District may be placed in those places of Vileyka District where, in accordance with legislation, the placement of the State Flag of the Republic of Belarus is provided for. When the State Flag of the Republic of Belarus, the flag of Minsk Oblast, and the flag of Vileyka District are placed simultaneously, their arrangement is determined in accordance with the Law of the Republic of Belarus of July 5, 2004 «On State Symbols of the Republic of Belarus» (National Register of Legal Acts of the Republic of Belarus, 2004, No. 111, 2/1050).
The flag of Vileyka District may also be used during state holidays and festive days, ceremonial events held by state bodies and other organizations, folk, labor, and family holidays and events timed to commemorative dates.
3. The right to use the flag of Vileyka District in cases not specified in paragraph 2 of this Regulation may be granted by decision of the Vileyka District Executive Committee.
